Managing Nuclear Risks: The Emerging Technologies Challenge - The Diplomat, May 24, 2019

In the last week's column for The Diplomat, "Managing Nuclear Risks: The Emerging Technologies Challenge", I examined the impact of emerging technologies on nuclear risks that need to be addressed much more directly.


Conversations around nuclear risks and the need for strategic stability have picked up momentum in the run up to the 2020 Nuclear Nonproliferation Treaty (NPT) Review Conference. Nuclear risks are changing for the worse because of geopolitical and technological changes, but the latter, in particular, needs to be addressed much more directly.

As far as the geopolitical dynamics are concerned, the shift in the global balance of power equations has meant that rulemaking and enforcement have become the victims of great power politics because both rulemaking and enforcement require some consensus among powers. But a second significant factor should be noted that could also lead to possible breakdown in nuclear deterrence: The impact of new technologies.

Emerging technologies such as Artificial Intelligence (AI) and hypersonic weapons, among others, are posing new questions to the traditional understanding of stability and deterrence. These emerging technologies are unfortunately not being discussed enough within Track 1 NPT platforms as directly as they should be. It can, however, be argued that these new technologies could increase regional and global nuclear insecurities and therefore it is necessary to discuss this more seriously in order to manage the risks associated with nuclear weapons.

The development of hypersonic weapons could potentially have a big impact on nuclear stability. A key problem here is that such weapons can increase the possibility of surprise attacks because of the difficulty of detecting and countering them. They thus present the possibility of offering a temptation to attack first in the hope of decapitating the enemy leadership or even destroying second-strike nuclear retaliatory capabilities. Even if states do not plan such attacks, the fear that they may do so could drive potential targets to develop riskier nuclear operational plans, such as launch on warning.

Alternatively, it could also spur nations with smaller nuclear arsenals, such as China, to increase the size of their nuclear forces so that at least some survive such a first strike. This could lead to a destabilizing arms race spiral between key great powers, all of whom are working on developing these weapons.

An additional problem is that hypersonic weapons potentially blur the line between conventional and nuclear weapons, which will also increase instability because of the discrimination problem. It is more stable if early warning systems can clearly distinguish between a nuclear attack and a conventional one. If the same system can undertake both conventional strikes and nuclear attacks, a prudent defense system will have to assume that any attack it detects is a nuclear attack because the risks of assuming the alternative will be too high. Though this is a problem that is not confined to hypersonic weapons, the combination of the risk of a first strike combined with the discrimination problem makes the danger particularly acute.

Another evolving technology is Ballistic Missile Defence (BMD), which also has similar problems. Nuclear deterrence and stability are based on mutual vulnerability, and BMDs threaten to undo this key source of stability, with unpredictable consequences. This is not a new problem of course: the fear that one side might develop a strategic technological advantage was one reason for the Cold War U.S.-Soviet ABM Treaty. It might be time to revisit the possibility of developing a wider ABM treaty-like instrument in order to avoid a larger technology arms race as ballistic missile defense technologies slowly improve.

A third area is outer space, which Russia has been raising repeatedly in the NPT platforms. The increasing use of and reliance on space for national security missions has led states to develop counter-space capabilities to disrupt, deny, degrade or destroy space systems. These include both kinetic and non-kinetic means.

Counter-space capabilities such as anti-satellites (ASAT) add an inherently destabilizing dimension to outer space security. But these are also a problem for nuclear stability because nuclear early warning as well as command and control systems depend on space-based assets far more today than a few decades ago. While these are not new capabilities – the United States and Soviet Union had conducted several ASAT tests in the 1970s and 1980s – the greater reliance on space assets increases nuclear vulnerabilities.

The NPT faces myriad problems, of course, and many will be discussed in the coming deliberations. But these emerging technologies represent a danger that should not be minimized in the debates about how much has been achieved, whether all sides have lived up to their end of the NPT bargain (especially nuclear weapons states), and how to proceed forward.

India Changing Tack on Space Policy, my essay for AsiaGlobal Online Journal

Here's an essay of mine on the changing strategic dynamics in Asia including the outer space domain and how India is responding to that, published by the AsiaGlobal Online Journal.

India is scheduled to launch the lunar rover Chandrayaan-2 in 2018, an emblematic sign of the country's will to step up its space policy. Its efforts in this arena include a revival of international partnerships and a change in its position on space militarization. In the absence of an adequate global governance regime, such activity extends geopolitical tensions to outer space.

India has one of the oldest space programs in the world — in operation for more than five decades — and is considered an established spacefaring power. Today, the country is gradually reorienting its space program towards national security. This new approach is driving India to forge partnerships with countries such as Japan, and revise and strengthen old links with partners like the US and France. India’s changing tack towards a more security-driven space program is spurred by new geopolitical realities. But could this changed stance on space policy also spark further geopolitical competition?

Before we delve into the substance of India’s new space program, two points need to be made. First, India’s space program remains overwhelmingly focused on civilian initiatives, and the new and developing attention on the security utilities of the program will not fundamentally change its civilian orientation. The development of new capabilities that help address India’s national security concerns is an addition to, and not a replacement of, existing capabilities.

Second, India’s interest in developing these technologies is somewhat reactive, driven by the development of such capacities in other countries: China, for example. There is little to suggest that India’s expansion of the scope of its space program is being driven by purely domestic political interests or technological imperatives.

Japan and France, New Strategic Partners

The larger geopolitical developments in the region constitute a critical factor. The India-Japan strategic partnership, which has been steadily growing over the past decade, is a testament to the new geopolitical realities in the region. It is worth recalling that for decades, these countries had rather cool relations. Not anymore. China’s rise affects both, and they have reacted together. Space is one of the many arenas where this new strategic cooperation can be seen.

Naoki Okumura, president of the Japan Aerospace Exploration Agency (JAXA), stated, “India and Japan will lead the space sector in the Asia-Pacific region.”

Indian Prime Minister Narendra Modi and Japanese Prime Minister Shinzo Abe further elevated India-Japan space cooperation in September 2017, when the two leaders underlined the importance of their bilateral collaboration “in the field of Earth observation, satellite-based navigation, space sciences, and lunar exploration.” Emphasizing the significance of the countries’ joint lunar mission in November 2017, Naoki Okumura, president of the Japan Aerospace Exploration Agency (JAXA), stated, “India and Japan will lead the space sector in the Asia-Pacific region.”

Just a few weeks ago, India entered into similar engagements with France. French President Emmanuel Macron’s recent visit to India saw surprisingly strong statements of deeper strategic cooperation between the two countries. So dramatic is this intensification of the relationship that some noted commentators have even suggested that France could be as important an ally for India as Russia has been.

India and France will be collaborating on a range of issues in defense and security. Their agreements on space and maritime security in the Indian Ocean, in particular, stand out in terms of the actionable agenda that New Delhi and Paris are working on. As is the case in collaboration between India and Japan, India and France are driven by shared global and regional security concerns, including maritime security, freedom of navigation and overflight, and respect for international law, among other issues. The two sides are planning on employing space assets to develop effective maritime domain awareness (MDA), given their increasing concern about maritime security in the Indo-Pacific.

As with France, India’s relationship with the US is also undergoing a strategic deepening, with the two countries sharing political and strategic goals in the Indo-Pacific region.

On the Road to Space Militarization?

This new focus on using space for security purposes has not come easily for India. India has traditionally been opposed to using space for security-related functions. In fact, from early on, India played an active role in pushing to keep outer space beyond interstate conflicts. In one of the first articulations on the issue at the United Nations, Indian representative Krishna Rao argued in 1964 that outer space was a new field, so “there were no vested interests to prevent the international community from embarking on a regime of cooperation rather than of conflict.” As he saw it, space fortunately did not have any regimes in place, so the questions were “not those of modifying an existing regime but of fashioning a new pattern of international behavior.” This had consistently been the Indian position: that space should only be used for peaceful, cooperative purposes.

In accordance with this position, India was stridently opposed to the US Strategic Defense Initiative (SDI) in the 1980s. In 1985, Muchkund Dubey, India’s ambassador to the Conference on Disarmament, criticized the SDI and “called for negotiations to prevent an arms race in outer space.” This policy stance continued even after the end of the Cold War.

This had consistently been the Indian position: that space should only be used for peaceful, cooperative purposes.

But over the last decade, there have been signs of change in India’s space policy orientation, especially its position on space militarization. For example, India supported the Bush administration’s decision to withdraw from the Anti-Ballistic Missile Treaty, though this did not result immediately in any specific changes in Indian space military capabilities or even programs. This can be traced, partially, to larger political objectives.

A Response to China’s Geopolitical Positions

Real change in India’s space policy orientation came after January 2007, when China conducted its first anti-satellite (ASAT) missile test. This was compounded by changing geopolitical alignments and the shifting military balance in Asia. All of this is now driving new races, including in outer space. Though the primary competition is between the US, Russia, and China, there is a second rung of competition involving, among others, India because of China’s growing capabilities and the ambiguity of its policies, as well as the aggressiveness of some of its postures.

India has come to acknowledge that space may not remain a purely civilian domain.

China’s ASAT test in January 2007 is particularly important in this regard. China may have been responding to the capabilities already developed by the US and Russia during the Cold War, but its ASAT test was an eye-opener for New Delhi with regard to the kind of threats India must be ready to confront right in its backyard. Since then, India has nuanced its position on space militarization.

India has come to acknowledge that space may not remain a purely civilian domain. The implication of this is that if India does not improve its own capabilities, it may be left lagging behind in a critical area. Thus, India has set up an “Integrated Space Cell” within its Ministry of Defence, and has been discussing other administrative reforms.

There is, of course, little doubt that others, including Pakistan and China, will respond to the growing sophistication of India’s capabilities. There is little that India can do about this; what is clear is that the growing geopolitical tensions in Asia are going to reach outer space.

North Korean imbroglio: Who can do what?, my short essay on the subject.....

Here's a short essay on the situation in North Korea and who can do what to calm down the tempers?

While on the surface, both the US (and South Korea and Japan) and China appear to have the goal of seeing a stable Korean Peninsula, there appear to be serious differences about what regional stability means.




North Korea appears to be yet again on a war path with repeated provocations and increasing rhetoric for the past few months. It has also been a year since Kim Jong-un formally took over power. Power transfer to the new young leader has not however eased the policies in Pyongyang. In fact, the military-first politics of North Korea is continuing ever more fervently under Kim Jong-un. The situation may even be more dangerous under Kim Jong-un than the previous leaders because at least previous leaders were slightly more experienced and had a sense of the thresholds that must not be crossed.

This has serious implications for the region. The US, bound by its alliance commitments, has reassured its partners Japan and South Korea that the US will do what was necessary to any attack from North Korea. After his visit to Seoul, the US Secretary of State John Kerry headed to Beijing where he called upon China to step in actively to bring about restraint in Pyongyang’s behavior. Given that Pyongyang is already so isolated internationally and that China continues to be one of the few countries that maintain ties with the regime, Kerry said "China has an enormous capability to make a difference here." Thereafter, while in Tokyo, Kerry even softened up a bit to say, "Our choice is to negotiate, our choice is to move to the table and find a way for the region to have peace," but of course if Pyongyang gives up its nuclear weapons programme.

What are the expectations from the region and beyond on China? Following the meeting with Chinese officials, there was much optimism with headlines like, "Kerry Hails Chinese North Korea Pledge", "China, United States to work together to calm down North Korea" and the like.

Will China rise to the occasion and do something? Would China step in as an active partner in bringing down the tempers in the Korean Peninsula? Are China and other regional powers on the same page as far as regional security is concerned?

Beijing’s continuing aid and trade relations with Pyongyang does offer it a leverage and one that can be used to extract some benefits in the interests of regional stability. However, China’s State Councilor Yang Jiechi’s statement that "We advocate addressing and settling the problem through dialogue and consultation and by peaceful means," and that it is "the common responsibility of all" does not suggest that China is serious on extracting any conciliatory steps out of North Korea.

While on the surface, both the United States (and South Korea and Japan) and China appear to have the goal of seeing a stable Korean Peninsula, there appear to be serious differences about what regional stability means. It appears that Chinese perspective on regional stability is driven by a narrow objective of ensuring no internal crisis in Pyongyang which will drive a large number of refugees into China; and second, that there is no US military presence near its borders. This vision differs sharply with that of the others who perceive a denuclearized North Korea that respects human right for its people as an essential step to regional stability. This time around, at least in its rhetoric, China has made calls for denuclearization of the Korean Peninsula, which was not the case earlier.

Does the Chinese rhetoric for a denuclearized Korean Peninsula mean anything if it fails to act on North Korea? What could be the potential rationale for China not to act on Pyongyang? One, it may be a buffer between China and the US and its allies in the neighbourhood. So, it may be in China’s interests to sustain the regime but under limits and one that does not engage in repeated provocations that reinstate the role of external players, particularly that of the US.

On the other hand, it is possible that China may not enjoy the same clout as it did earlier vis a vis the new regime in North Korea. It is a fact that the new leader has not much of a contact with the new leadership in China nor has Kim Jong-un undertaken a visit to Beijing to solidify relations between the new leadership teams in both countries. And if one were to go by a Wikileaks report, it may be true that China is beginning to be frustrated with North Korea including over the increasing belligerent approach and the failing economy of Pyongyang. While there is a grain of truth in these reports, the Chinese response to some of the recent incidents including the Cheonan sinking or the repeated missile tests suggest otherwise.

While China may be increasingly getting frustrated with the North Korean leadership, they remain the sole friend and benefactor, extending the much needed economic, political and moral support to the Kim Jong-un regime. Therefore, China remains the sole country that has some leeway in bringing the North Korean situation under control. The west should not get carried away by the Chinese pledges and open rhetoric and instead get China to act on its words.

It may also be in the interests of China to see that North Korean nuclear programme is rolled back because if Pyongyang were to continue with repeated tests including that of its delivery vehicles, it would only strengthen the regional insecurities prompting Seoul and Tokyo to contemplate all options including potential nuclearisation. While China may see immediate short-term benefits in not acting strongly against the Pyongyang leadership in curbing its nuclear programme, the end result of a nuclear Seoul or Tokyo may be much harder for China to live with. Therefore, taking strong measures and going beyond the rhetoric on North Korea may be in the long-term interests of China as well.

Here's a story by Eric Auner on the latest advances in India's missile defence programme, "Indian Missile Defense Program Advances."



India is pressing ahead with its work on missile defense, conducting its latest successful test last November and preparing to test a new kind of interceptor early this year.

In its Nov. 23 announcement of the test earlier that day, India said it had demonstrated the ability to intercept multiple incoming missiles. The test, which was the latest in a series dating to 2006, follows several tests in 2012 of nuclear-capable ballistic missiles, including the successful launch in April of the 5,000-kilometer-range Agni-5. (See ACT, May 2012.)

India also has tested the sea-launched version of the hypersonic Brahmos cruise missile, jointly developed with Russia. In addition, air- and submarine-launched versions of the Brahmos missile are in development.

Indian media reports suggest that a test of a new high-altitude anti-missile interceptor will occur in January and that India may soon test a submarine-launched ballistic missile (SLBM) for the first time, bringing the country closer to possessing a triad of nuclear weapons delivery systems. India’s nuclear-armed neighbors, China and Pakistan, have significant cruise and ballistic missile capabilities. China has taken steps to acquire missile defense capabilities although Pakistan apparently has not attempted to do so. In the past, Pakistan has justified its pursuit of cruise missiles by citing their supposed invulnerability to Indian ballistic missile defenses. China possesses SLBMs, and China and Pakistan are able to deliver nuclear weapons by airplane.

The Chinese and Pakistani reaction to Indian missile defense developments is not yet clear, said Rajeswari Pillai Rajagopalan, a senior fellow at the New Delhi-based Observer Research Foundation. “The new capabilities and counter-capabilities add to the already vexed issue of arms race[s] in Asia,” Rajagopalan, a former assistant director of India’s National Security Council Secretariat, said in a Dec. 19 e-mail to Arms Control Today.

In a Dec. 19 analysis for the Institute for Defence Studies and Analyses, where he is a senior fellow, Vivek Kapur, a group captain in the Indian air force, said that “ballistic missile proliferation in India’s neighbourhood requires the development of a more capable” missile defense system.

In the Nov. 23 press release, the Defence Research and Development Organisation (DRDO), the Indian government entity responsible for developing offensive and defensive missile and other systems, said the Advanced Air Defence (AAD) interceptor destroyed a target missile, a modified Prithvi ballistic missile, at an altitude of 15 kilometers.

The interceptor and target missile were launched from sites in Orissa, a state in the eastern part of the country. In the press release, the DRDO said it had demonstrated an ability to track and destroy multiple incoming ballistic missiles.

Rajagopalan said India’s efforts are “primarily driven by the threat of short-range missiles in Pakistan”; Chinese missile threats “did not figure prominently in the Indian calculation for a missile defence shield,” she said.

The Pakistani government has not issued an official reaction to the AAD interceptor test. Pakistan, however, successfully tested a nuclear-capable Hatf-5, a 1,300-kilometer-range ballistic missile, on Nov. 28. A Pakistani statement following the test of the Hatf-5, also known as the Ghauri, did not mention India specifically, but said the test “strengthens and consolidates Pakistan’s deterrence capability.” According to the DRDO, the Nov. 23 AAD test demonstrated a capability to intercept ballistic missiles with a range of 1,500 kilometers.

Two-Tiered Defense

India is pursuing a two-tiered missile defense shield, which would give it multiple opportunities to intercept incoming missiles. The AAD interceptor comprises the lower tier, and the higher-altitude, two-stage Prithvi Air Defence (PAD) interceptor currently comprises the upper tier. Like the U.S. Patriot system, both of these Indian systems intercept ballistic missiles in the so-called terminal phase, in which the incoming missiles are descending toward their target.

India first tested the AAD interceptor in December 2007 and, according to the Indian government, has conducted several subsequent tests. India first tested the higher-altitude Prithvi interceptor in November 2006 and again in March 2009. The test reportedly planned for January is of the Prithvi Defence Vehicle, which would be capable of interceptions at a much higher altitude than the PAD interceptor, and may eventually replace that interceptor as the upper tier of the Indian system.

The Indian government has not announced the area that the missile defense system is designed to protect. Media reports have indicated that New Delhi and Mumbai will be the first sites, with the system expanded to protect additional cities later in the decade.

According to the DRDO press release, the AAD interceptor used an explosive warhead to destroy the target missile as the interceptor approached it. In contrast, most U.S. missile defense systems, including the Ground-Based Midcourse Defense and sea-based Aegis systems, rely on “hit-to-kill” interceptors that destroy a target solely through impact.

Eyeing Iron Dome

In addition to developing an anti-ballistic missile capability, India has expressed an interest in purchasing and perhaps producing a domestic variant of the Israeli Iron Dome anti-rocket system, according to the U.S.-based Defense News. The Israel Defense Forces claim Iron Dome successfully intercepted 84 percent of rockets fired at Israeli population centers last November during Operation Pillar of Defense, which was intended to halt rocket attacks from groups in Gaza.

In the past, India has expressed interest in purchasing the Israeli Arrow-2 ballistic missile defense system. New Delhi bought two Israeli Green Pine missile defense radars, used for tracking incoming ballistic missiles, in 2002 and 2005. The Swordfish Long Range Tracking Radar, which was used in the AAD test, is based in part on the Green Pine radar.

India and the United States pursued missile defense cooperation during the administration of U.S. President George W. Bush, but such efforts have been less prominent under the Obama administration. Last July, U.S. Deputy Secretary of Defense Ashton Carter said India and the United States intend to discuss missile defense cooperation, calling it “an important future area for our cooperation.” India and the United States should discuss the issue “strategically before they discuss it technically,” he said.

The Diplomat speaks with Rajeswari Pillai Rajagopalan, a senior fellow at the Observer Research Foundation in New Delhi, who answers readers’ questions on China’s aircraft carrier, missile defense and India’s attack submarine.

Mark Sharpis (LinkedIn):
There has been much written and debated regarding China’s new carrier, the ex-Soviet carrier Varyag. What do you make of the carrier and its current capabilities? Do you see China’s new carrier as a threat to India? Do you feel it could be used as a platform to build future vessels?
We don’t know very much about the carrier, but it seems in line with what the PLA Navy’s Academic Research Institute had been stating, that it will be a “conventionally powered medium-sized carrier that would be equipped with Chinese engines, aircraft, radar and other hardware.” While there was no doubt that China will have its own aircraft carrier someday, external assessments as far as the timeline was concerned have been wrong. Many of the western assessments had calculated that Beijing would have its first carrier by 2012 or so. However, today, the aircraft carrier is only undergoing initial sea trials, and still testing its engines, navigation equipment, electronics, fire control and maintenance systems, according to published reports. But they are a long way away from carrying combat planes. It will be years before they have a carrier battle group comprising a consolidated group of frigates, destroyers, submarines and other support vessels.

Having said that, what does an aircraft carrier mean for China? Having an aircraft carrier in its arsenal doesn’t mean much as yet, and China is years away from being capable of even effective sea denial strategy in the East Asian maritime region. However, as a rising power, China will possess such capabilities and more in the future. If there are no serious hitches, the PLAN is scheduled to induct the carrier into service by October 2012, though this sounds ambitious.
China’s aircraft carrier plans are an element of its assertive naval posturing that it has been displaying vis-a-vis its neighbors in recent years – be it the East China Sea or the South China Sea. In fact, an aircraft carrier would provide Beijing with greater coercive means for enforcing its claims in these two seas. Reportedly, a Chinese defense ministry-run website suggested that the carrier should handle territorial disputes as well. A PLA Daily article, too, noted that in a theater like the South China Sea, a carrier would provide them the ability to apply significant air-to-ground firepower during military missions, while not being affected by geographical restrictions. They see the aircraft carrier as a “mobile maritime airport.”

What does the Chinese aircraft carrier mean for India and other neighbors? In the first place, it would induce caution in other maritime powers in the region, particularly India, the U.S. and Japan. China’s submarine force already has produced this effect to some extent on these powers; the aircraft carrier would compound it. As for the Southeast Asian countries, the Chinese aircraft carrier would be a display of power and prestige. In fact, a PLA Daily article said that the aircraft carrier has far greater political significance than military significance. This is particularly important given that until a few years back, the PLAN was the weakest wing of the Chinese military. But this has changed now with greater attention in favor of the naval and air wing of the military. Chinese strategists seem to believe that aircraft carriers are important if they want to have effective maritime power projection capabilities, as opposed to purely defensive tasks. Display of power and prestige is important both for internal and external audiences.

Manish Kumar (LinkedIn):
There has been speculation in the media that the United States and/or Europe may wish to work with India on missile defense technology. Do you feel such collaboration is possible? What benefits would it bring to India as well as its potential partners?
While India had traditionally opposed missile defense, it now acknowledges its utility and is developing it publicly given the short- and medium-range missile threats from both Pakistan and China. In essence, though Indian missile defense architecture isn’t yet settled, India appears to be planning to establish a multi-layered missile defense system. It has been reported that the system will include a huge network of advanced notification sensors, command centers and anti-missile land- and sea based missile batteries. However, we must remember that defense scientists have made many tall claims on a number of areas but have delivered very little. So though the interest in missile defense and in building domestic systems is clear, that doesn’t denote that this will be successful.

While India has been making efforts to develop a missile defense system indigenously, it has also sought foreign partners. In this regard, partnering with the U.S. may be particularly important. This was best evident in India’s reaction to President Bush’s NMD speech in May 2001. In contrast to the strident criticism to the United States’ Strategic Defense Initiative in the 1980s, India had adopted a much more nuanced and considered position that was in recognition of the utility of these systems in the Indian context. The changed stance was also based on the assumption that it might facilitate high-tech missile defense cooperation in addition to currying favor with Washington.

The most serious problem that India seems to face is unclear political direction. There appears to be no clear direction about whether India really wants to build such a system (either indigenously or imported) and no apparent considerations of the financial and strategic consequences of such a move. In the absence of such political direction, India’s defense research agencies are on auto-pilot, making grandiose plans, but their feasibility is unclear yet.

Harry Kazianis:
With your research agenda looking at U.S. missile defense, do you advocate for a specific missile defense that is better than others? Do you feel the SM-2 or SM-3 would offer the United States and its potential partners the best defense against today’s expanding anti-ship and cruise missile technologies? Do you see an exotic technology like rail guns or something on the horizon offering better protection?

I’m not even sure that missile defenses will be useful or necessary in the Indian context. And questions about specific systems have to wait until the purposes of BMDs are defined in the Indian context: are they for point defense or national defense? If for point defense (which is obviously more feasible) how many ‘points’ will be covered – just the National Command Authority (NCA) or other vital targets such as major population centers or strategic areas? Without even the most basic architectural questions resolved, it’s difficult to consider specific systems.

The United States has recently announced various budget cuts to its armed forces. Will America be able to “pivot” to the Pacific with such cuts being considered? If America is to truly pivot to the Asia-Pacific/Indo-Pacific, wouldn’t it need to increase the size of its Navy?
While the U.S. is undertaking major cuts in its defense expenditure, one thing has been made clear repeatedly in the last few months: the U.S. is back in Asia for good. Most recently, outlining the challenges, priorities and opportunities in the new U.S. defense strategy, Sustaining U.S. Global Leadership: Priorities for 21st Century Defense, President Obama said that while U.S. interests are global, its security and economic interests are intertwined with developments in the region, from Western Pacific and East Asia into the Indian Ocean region and South Asia. Therefore, the U.S. presence and influence in the Asia Pacific region is seen as necessary “rebalancing.” After being stretched too thin for a while, in both Afghanistan and Iraq, the U.S. is now attempting to rationalize its defense strategy. In fact, the changing geopolitical circumstances and fiscal compulsions dictate new dynamics to this strategy.

While budget pressures will make it difficult for the U.S., the “pivot” is more a political statement than one about the state of the U.S. military. I don’t think the U.S. lacks military capabilities in the region. While more might certainly be good for the U.S., it’s also a fine balance between the domestic economic requirements and military spending. In addition, as China strengthens, we are likely to see its neighbors step up their military efforts. I think they would realize now that they can’t entirely depend on American efforts alone. This additional regional capability should reduce slightly the burden on the U.S. also.

Jason Miks:
Where do you see U.S.-India relations going in the next ten years? Do you feel the U.S. and India will enter in some sort of Alliance structure? Will India stay away considering its past leadership in such ideas like the Non-Aligned Movement?
Since the conclusion of the U.S.-India nuclear deal, both Washington and New Delhi have been drifting. With the nuclear deal over, U.S. and India need another big idea to power the relationship over the next several years. Without such a political initiative at the highest levels, U.S.-India relations threaten once again to wallow in bureaucratic inertia. Space cooperation, cooperation in advanced technologies and managing the Indo-Pacific are potential areas that would bring the two sides closer.
In Washington, there’s significant disappointment on a number of issues including India’s nuclear liabilities bill, which for all practical purposes prevents the U.S. nuclear industry from participating in India’s civilian nuclear sector; and the Indian decision to reject two American competitors from the Indian Air Force’s lucrative Medium Multi Role Combat Aircraft (MMRCA) deal. In Delhi, on the other hand, there’s unhappiness at what is seen as American pressure for greater defense cooperation. These issues suggest that all is not well with U.S.-India relations.

However, there are several issues such as the global war on terrorism, the future of Pakistan-Afghanistan, managing the Asia-Pacific including maritime security and the protection of sea lines of communication that bind the two countries for the foreseeable future. Meanwhile, the more important aspect isn’t to lose sight of the importance of this bilateral relationship and hence invest time, effort and resources to nurture it.

While U.S.-India relations are likely to mature further and grow into a strong partnership, it’s unlikely that New Delhi will posture itself as an “ally” in the classical sense of the term. For that matter, the U.S. itself is moving away from the typical traditional alliance structure to more fluid strategic partners and coalitions of the willing.

While there are a few proponents of non-alignment in New Delhi, in reality, non-alignment was always more of a declaratory than a real policy. India has been trying hard to shed this policy and move into building partnerships with the west and the U.S. in particular, evident in the U.S.-India nuclear deal. But India also values its “strategic autonomy.” We should expect that India will cooperate with the United States and others on some areas, such as seeking a balance in Asia, but would not formally align with the U.S. But because the balance in the Asian region is also in a flux, India, like others, won’t make long-term bets. Paradoxically, it’s China’s rise that might dictate India’s strategy: if China should falter, there will be less pressure to cooperate with the U.S. and vice-versa.

Russia has just completed the transfer of an Akula II Nuclear Attack Submarine to India on a ten year lease. What knowledge and experience can India gain from such a move? How much of a benefit will it bring to India’s own nuclear submarine program?
INS Chakra is important for a variety of reasons. First of all, the Indian Navy will be operating a nuclear submarine after a gap of about twenty years; the last one, again Russian-leased, a Charlie II class vessel, was operated during 1988-1991. Operating this new Akula II class vessel will benefit the Indian Navy tremendously in training a new batch of submariners in nuclear operations.
While India can learn some of these lessons once its own nuclear-powered submarines come in, this lease offers India the option of getting a head start. In addition, nuclear submarine operations are a recently developed maritime skill, somewhat like carrier operations, and only a few countries have such capacity. The Indian Navy has an opportunity to learn these skills from those with experience rather than re-inventing the wheel very slowly. But most importantly, the Navy will be able to learn and apply lessons learnt to its own domestic submarine development program. And though there have been several controversies surrounding the Russian submarines, including the one that’s being leased to India, it’s important to bear in mind that there aren’t very many other countries that are willing to lease India a nuclear-powered submarine. So there are multiple benefits.

Russia's New Military Doctrine is out ...


President Medvedev approved Russia's Military Doctrine 2010 on February 05, 2010. Unlike earlier discussions on the military doctrine where it was opined that there will be greater reliance on nuclear weapons, given the state of its conventional military, the new document is much more nuanced. This is not to suggest that Russia has relinquished the idea entirely.


As in the earlier doctrine, the new document also clearly states that "Russia reserves the right to use nuclear weapons in response to the use of force against it and (or) its allies, nuclear and other weapons of mass destruction, as well as in the case of aggression against Russia with conventional weapons, which threaten the very existence of the state."

Additionally, the doctrine notes that Russia will deploy its forces outside of Russian territory, in accordance with generally recognized principles and norms of international law, international treaties of Russia and federal law, "to protect the interests of Russia and its citizens, the maintenance of international peace and security."

Under the category of major external threats facing Russian Federation, the doctrine notes NATO's eastward expansion as most serious one, in addition to the "establishment and deployment of strategic missile defense systems that undermine global stability and violate the balance of forces in a nuclear field, as well as the militarization of outer space, the deployment of strategic non-nuclear systems, precision weapons." Other issues include, "The deployment (capacity) of military contingents of foreign states (groups of) on the territories of neighboring with Russia and its allies of the States, as well as in adjacent waters, territorial claims against Russia and its allies, interference in their internal affairs," proliferation of WMD as well as missiles and missile technologies, "the use of military force in the territories of neighboring states with Russia in violation of the UN Charter and other norms of international law," threat of terrorism, ethnic and sectarian conflicts.

The Emerging Balance of Powerin Asia: Conflict or Cooperation?


Centre for Land Warfare Studies (CLAWS) has just published (December 30, 2009) a paper of mine titled, The Emerging Balance of Power in Asia: Conflict or Cooperation? as part of its Manekshaw Paper series.

The paper analyses the emerging balance of power in Asia, viewed through the lenses of military strategies, geostrategies and geopolitical relations as well as through economic interactions that have altered strategic equations between various countries in Asia. The central argument of the paper is that increased focus on military and securitisation of politics is likely to intensify the probability of conflicts in Asia.



While there has been a general acknowledgement that there will not be any major conventional or even nuclear wars, escalation of limited conflicts into minor regional conflicts, and the possible use of tactical nuclear weapons cannot be ruled out. Asia, in fact, appears ripe for limited conflicts, even under a nuclear umbrella, due to factors such as unsettled boundary and territorial issues and mutual distrust among major powers. While the US continues to be the most powerful nation in the world, China is fast emerging as the greatest security challenge, not just in Asia but globally too, given the fact it has the fastest growing economy as well as military. What could however become more challenging might be the differential way in which it is handled by Tokyo and Washington. Therefore, competition for influence between China and Japan, China and the US, China and Russia and China and India are going to be some of the unfortunate features of the new Asian century. The choice, on the part of the US, to be either an engaged Asian power or a reclusive offshore balancer, will be an indicator to its key security partners in Asia about the credibility of its extended deterrence strategy as well as the future Asian security matrix.

Shelving of US Missile Defence in Europe: How Does it Impact on US-Russia Relations?


On September 17, 2009, President Barack Obama decided to do an overhaul of the US missile defence in Europe. The missile defence shield in Poland and the Czech Republic is going to be replaced with a revamped project, after a careful reconsideration of the threat from Iran. Obama, making a statement on the subject, said, "This new approach will provide capabilities sooner, build on proven systems and offer greater defenses against the threat of missile attack than the 2007 European missile defense program."

While the two East European allies are not entirely happy with the development, Russia has appreciated what the US has done, with the Russian President Dmitry Medvedev, saying "We value the US president's responsible approach towards implementing our agreements ... I am ready to continue the dialogue." He went further to say that there are "good conditions" on the ground to start joint anti-missile projects. Konstantin Kosachev, a prominent MP and Chairman of the International Affairs Committee, State Duma of the Russian Federation, said: "The Obama administration is starting to understand us. Now we can talk about restoration of the strategic partnership between Russia and the United States."

How does Obama's temporarily shelving of the missile defence programme affect US-Russia relations? Will Russia come on board on Iran sanctions? Will Russia become far more cooperative on the Afghan front?



The decision was taken after a careful reading of the situation, noting that the threat from Iran's long-range missiles was not so immediate. The decision was also based on advances in US missile defense technology, particularly with land and sea based interceptors. Elaborating on the revamped programme, Defence Secretary Robert Gates said that interceptor missiles would be initially deployed on ships in order to enable easy transportation from one region to the other. He added, "The second phase, about 2015, will involve fielding upgraded land-based SM-3s. Consultations have begun with allies, starting with Poland and the Czech Republic, about hosting a land-based version of the SM-3 and other components of the system."

While the programme has been been put on hold for sometime, it is not being scrapped entirely. As Gates pointed out, the first stage does not include fielding of those interceptors in Europe, but a second stage, may be in 2015 will deploy the upgraded land-based SM-3s in Poland and the Czech Republic. It is quite apparent that the Russians are aware of this. For instance, one of the scholars on NATO at the Russian Foreign Ministry's Diplomatic Academy, Vladimir Shtol pointed out, "I don't believe the US would ever fully back out of the missile shield, because it is in their long-term interests and closely connected with their strategy in Europe." Similarly, Fyodor Lukyanov, editor of Russia in Global Affairs, says that the issue if never off the table. It may be off the agenda temporarily. He said, "Nothing has been canceled, missile defense has just been postponed. For a while this topic is off the agenda, but later it will return. So, for now the political situation may improve, but the underlying pattern of relations is unlikely to change in any basic way." However, there are Russian specialists in India like Nandan Unnikrishnan who believe that missile defence in Europe is a closed issue and that Obama's current posture is not temporary, but a permanent move. However, he added on to say that the missile defence issue will be a closed one, at least for the next couple of years.

While the US looks the change in posture as a major concession to Moscow, what does Washington expect in return? Tougher actions on Iran by Moscow may be one, better cooperation in the war on terror in Afghanistan may be another one. Renewal of START talks with lesser number of conditionalities (from Russian side) could be another expectation. Will Russia be able to deliver on all these major issues?

While tough action on Iran by Moscow is conceivable, it is not certain. If one has to go by what the Russian Foreign Minister Sregei Lavrov said last week, Iran issue is not going to be an easy one. He said, "I do not think these sanctions will be approved by the United Nations Security Council ... They [Iran] need an equal place in this regional dialogue. Iran is a partner that has never harmed Russia in any way." He went on to addd that the US cannot expect to have a timetable as far as the Iran issue is concerned. In fact, Lavrov went a step ahead to say that the changed US posture is not necessarily a concession, but merely a correction of the past mistake. A Christian Science Monitor report on the subject says that while the changed US posture on missile defence issue may contribute to a warmer dialogue between the US and Russia, Washington should not expect major concessions on some of the issues of key concern to the US like Iran. If Moscow has to extend some reciprocal concessions to Washington, the US will have to be more accomodative to Russian concerns on NATO expansion into the Russian backyard. In fact, as the US National Intelligence Strategy 2009 noted, Russia "may continue to seek avenues for reasserting power and influence in ways that complicate US interests." For instance, on September 15, 2009, Russian Defence Minister Anatoly Serdyukov has signed agreements on cooperation in the military sphere with heads of the military departments of Abkhazia and South Ossetia Merab Kishmaria and Yuri Tanayev. As per the agreements, the headquarters of the Russian military base in Abkhazia will be in the Black Sea port of Gudauty, and in South Ossetia -- in Tskhinvali. The strength of the personnel of each of the military bases will be around 1,700. The agreements are signed for a period of 49 years, with an automatic prolongation for five years. These moves may come to compete with the US interests in the Russian backyard. Again, there are Russian experts in India who argue that the US is going to slow on the NATO expansion and that it will not pursue inclusion of Georgia and Ukraine into NATO in the near future.

Howevers, what appears certain is progress on arms control measures such as the START. The 1991 START that is expiring in December 2009 is likely to be replaced by a new arms reduction treaty. In fact, Lukyanov says, "Now we can be sure the new START agreement will be completed on time, because the vexing issue of missile defense and how it affects the strategic balance has been removed for the time being. “That’s quite an important matter."

Lastly, how does the changed posture affect Russian position on the war on terror in Afghanistan. Russia may possibly come around assisting the US significantly in the war in Afghanistan. However, what Obama has to do for long term stability in Afghanistan should include not just Russia, but also other regional powers such as Iran, India, China, Japan and some of the Central Asian states. The US has to become proactive to establish a larger colaition of states on Afghanistan if there has to be peace and stability in the Af-Pak region.
